Synthetic Rubber & Solvent Adhesives Manufacturing — Standard Project Report

Prepared by the Global Formulation team

Feasibility & Financials 1–3 Investment Configs Plant & Machinery 5-Year Model Funding-Neutral
A feasibility and financial project report for setting up a solvent-based rubber adhesive plant in India — a unit that masticates and dissolves a bought-in elastomer (polychloroprene / SBR / natural rubber / nitrile) with bought-in tackifying resins in a bought-in organic-solvent blend, into neoprene contact adhesive, rubber solution / vulcanising cement, synthetic-rubber and polyurethane footwear adhesive, rubber-to-metal bonding agents and industrial contact-bond adhesive for the footwear, laminate, tyre-repair and industrial trade. The elastomer, resins, PU polymer and solvents are all bought in; there is no polymer reaction, and this is NOT an elastomer, monomer or solvent synthesis plant. It is a different business from the PVA white-glue report on this store — a flammable-solvent process with a real statutory floor. Presents two independently costed investment configurations — a ₹5.54 crore standard solvent-adhesive plant (9,00,000 kg/yr; flameproof dissolver line, PESO-licensed solvent store; project IRR ~32%, payback ~3.2 years) and a ₹26.91 crore expanded own-brand unit adding a solvent-recovery still and a separate waterborne line. The report explains why there is no viable configuration smaller than the anchor: a PESO flammable-liquid storage licence, a flameproof classified process and filling area, CPCB Orange/Red consent with VOC control, and a hazardous-process Factory licence all apply from the first drum — and an open-pan shed operation would be a fire and occupational-health hazard (n-hexane peripheral neuropathy is documented in India's informal footwear trade). Includes India contact-adhesive market analysis with cited sources, the dissolution-and-blending process at unit-operation level, plant & machinery lists with indicative costs, raw materials by functional class, infrastructure, manpower, the full statutory and environmental roadmap, and a 5-year financial model on a 100%-own-funds basis. Does NOT include manufacturing formulations, recipes, solvent systems or ratios, raw-material specifications or grades, brand names, or supplier lists. Cost basis September 2026, Tier-2 Indian industrial location. Indicative figures for preliminary planning; not financial, legal or technical advice.
The Opportunity

Synthetic Rubber & Solvent Adhesives Manufacturing in India — what the report covers

Synthetic rubber and solvent adhesives are the "instant grab" glues of Indian industry — the neoprene contact adhesive that bonds a laminate to a worktop, the rubber solution in every puncture-repair kit, the footwear cement that attaches a sole in Agra and Ambur, the cement that splices a conveyor belt. A plant masticates and dissolves a bought-in elastomer with bought-in resins in an organic-solvent blend into a grade range; there is no polymer reaction, but there is a real flammable-solvent statutory floor.

Market at a glance

India contact-adhesive market estimates diverge widely by scope — from about USD 100 million to USD 390.13 million in 2024 (IMARC Group, MarketsandMarkets, TechSci Research) — with a TechSci forecast of USD 495.37 million by 2030 at a 4.26% CAGR; the India SBR-based adhesive segment is put at about USD 600 million with India the highest country-level CAGR at about 6%. The wider India adhesives and sealants market is sized at USD 3,432.9 million in 2025 growing at a 7.1% CAGR to 2032 (Persistence Market Research). Growth is modest, slower than the overall adhesives market — a mature category losing share at the top to water-based and reactive systems while holding the price-sensitive trade.

Manufacturing process

Mastication, dissolution and blending in an organic solvent with no polymer reaction — the elastomer is broken down on a two-roll mill, then dissolved with tackifying resins and additives in a jacketed, flameproof, nitrogen-inerted churn / dough / sigma mixer with a reflux condenser, standardised for solids and viscosity, QC-tested for peel / shear / open time / heat resistance, and filled into tins, cans and drums in a classified (flameproof) area.

Key statutory point

A flammable-solvent adhesive plant faces a statutory floor that does not scale down: a PESO / Petroleum-Rules flammable-liquid storage licence for the bulk-solvent tank farm, a flameproof (classified) mixing and filling area with a fire / foam system, CPCB Orange-category consent (or Red at larger solvent consumption) with a VOC vent control to the SPCB standard under the Air Act, and a Factory licence with a notified hazardous process and a Safety Officer — all from the first drum; the CPCB category and the PESO licensed quantities must be confirmed with the authorities.

Investment Configurations

2 independently costed setups

ConfigurationTotal fundsCapacityOperating model
Standard Solvent-Adhesive Plantanchor ₹5.54 crore 9,00,000 kg/yr Flameproof dissolver line (2–3 jacketed churn / dough mixers), a bunded PESO-licensed solvent tank farm, mastication milling, a VOC scrubber, a classified filling line and a QC lab; neoprene contact + rubber solution + SR footwear + some solvent-PU, regional footwear / laminate / tyre-repair / industrial supply
Expanded Own-Brand + Waterborne Unit ₹26.91 crore 42,00,000 kg/yr Larger flameproof solvent plant + a solvent-recovery distillation still + a separate waterborne contact / PU-dispersion line with no flammability requirement; own brand + branded-footwear + laminate-house + industrial contracts, owned plot — a growth step above the MSME band, and the right long-term direction for the category

Total funds required = cost of project + working capital, on a 100%-own-funds basis. Each configuration is costed bottom-up from a researched equipment list, premises basis and manpower roster — not scaled from one another. The report is funding-neutral: it makes no assumption about how the promoter raises the capital.

Questions & Answers

Frequently asked questions

Why is there no low-investment or micro configuration?

Because the flammable-solvent statutory floor does not scale down. A PESO storage licence for the bulk solvent, a flameproof classified process and filling area (roughly ₹40–50 lakh of the set-up), CPCB Orange/Red consent with a VOC vent control, and a hazardous-process Factory licence with a Safety Officer all apply from the first drum. An open-pan shed operation is both non-compliant and a serious fire and occupational-health hazard — n-hexane peripheral neuropathy is documented in India's informal footwear trade — so it is not a configuration this report will present.

Isn't solvent rubber adhesive a declining product?

It is a mature category under pressure — from tightening VOC and occupational-health regulation and from substitution by water-based and reactive-PU / hot-melt systems, especially in branded and export footwear and in laminate. But the durable demand — the price-sensitive repair, cycle, low-cost-footwear and general-industrial trade — is large and not going away quickly. The report's view is that a new entrant should build a waterborne / low-toxicity capability from the start (the Expanded configuration) rather than bet only on conventional solvent grades.

Does the report tell me which solvents to use?

No — deliberately. The choice of solvent system has major safety, VOC-regulatory and cost consequences and must be made with a qualified adhesive technologist against current rules. The report costs the solvent blend by functional-class consumption and price band, notes that n-hexane should be avoided or tightly controlled, and leaves the specific system to be set during detailed engineering. It contains no formulations, solvent ratios or grades.

What does a synthetic rubber & solvent adhesive plant cost?

Two configurations. A ₹5.54 crore standard solvent-adhesive plant (9,00,000 kg/yr — the anchor; a flameproof dissolver line, a PESO-licensed solvent store, a VOC scrubber and a QC lab; project IRR ~32.0%, payback ~3.2 years, break-even 29.1% of capacity), and a ₹26.91 crore expanded own-brand unit that adds a solvent-recovery still and a separate waterborne line — above the MSME band, a growth step. Working capital (₹283 lakh at the anchor) exceeds the cost of project, driven by imported polychloroprene stock and 30-day receivables.

Will this report give me the formulation?

No. Standard Project Reports are feasibility and financial studies only. Raw materials are described by functional class (e.g. "anionic surfactant"), never by grade, trade name or supplier. For production-ready formulations, see the matching Global Formulation handbook.

How are the investment figures arrived at?

Each configuration is costed bottom-up from researched equipment, premises and manpower — not scaled from a single template. The report presents the total funds required (cost of project + working capital) on a 100%-own-funds basis; it does not assume or advise on how you raise the capital.

What format is it and how do I get it?

A PDF, delivered by instant download link the moment payment is confirmed, and kept in your library. Up to 5 downloads are included.

How current are the costs?

The cost basis is August 2026, benchmarked to a Tier-2 Indian industrial location against public marketplace listings and MSME project profiles. All figures are indicative and must be verified with vendors and professionals before you commit funds.
